Denial of institutional license by SUNEDU and closure of universities in Peru

The purpose of this paper is to show that the country’s universities do not meet the basic quality conditions for their operation, analyze the main causes of the refusal of the institutional license and identify the main actors that did not implement the basic quality conditions. The research was basic and non-experimental design; therefore, the variables were observed in their natural context without manipulation.
Following the research, it is clear that the institutional license was denied by SUNEDU to 45 universities that failed to demonstrate the basic quality conditions, such as the presentation of the incomplete and outdated curriculum, the use of outdated laboratories and inadequate infrastructure, the lack of registration of their research professors in Renacyt and a availability of qualified teaching staff of less than 25% of full-time teachers. It was also found that the main actors who did not implement the basic quality conditions were university authorities, officials and university faculty.
